VNU has 3 levels of administrative management:
1) VNU is the focal point assigned by the Government for annual targets and plans; have legal status with a seal bearing the national emblem. President, Vice Presidents and Chairman of VNU Board is appointed and dismissed by the Prime Minister.
2) Member universities and scientific research institutes; schools, faculties, training centers, affiliated scientific and technological research centers; service units providing training and scientific research under VNU are units with legal status, seals and separate bank account.
3) Faculties, research departments and equivalents belonging to member universities and scientific research institutes and affiliated units.
VNU operates under a mechanism of autonomy and high self-responsibility; to work directly with Ministries, ministerial-level agencies, agencies attached to the Government, People's Committees of provinces and cities directly under the Central Government on issues related to the operation and development of VNU. Member universities and scientific research institutes of VNU are training and research institutions with a high degree of autonomy and they have legal entities equivalent to other universities and institutes as prescribed in the Law on Education, the Law on Higher Education, the Amendment Law on Higher Education and the Law on Science and Technology.

To attract resources for VNU Hoa Lac campus development under the direction of the Prime Minister, VNU has developed a plan to organize the Investment Promotion Day in 2022.

Giới thiệu:
Y tế là lĩnh vực đặc biệt với sứ mệnh chăm sóc sức khỏe nhân dân. Nguồn nhân lực y tế đóng vai trò then chốt trong việc nâng cao chất lượng hoạt động y tế. Hiện nay, các trường đại học đào tạo y dược trong toàn quốc, nơi sẽ đào tạo nguồn nhân lực y tế, còn rất hạn chế về trang thiết bị, cơ sở vật chất, môi trường thực hành, đặc biệt là những cơ sở thực hành tiền lâm sàng so với một số nước phát triển hơn trong khu vực như Thái Lan, Malaysia, Singapore. Đại học Quốc gia Hà Nội là trường đại học đa ngành, đa lĩnh vực, được xếp hạng cao trong nước, trong khu vực và trong top 1000 các trường Đại học trên thế giới. Đại học Quốc gia Hà Nội rất quan tâm, chú trọng đầu tư cho lĩnh vực y tế, khoa học sức khỏe, đặc biệt tập trung vào y dược học công nghệ cao trong điều trị Răng hàm mặt, Tai mũi họng, Nhãn khoa với tiềm năng sẵn có về công nghệ gen, công nghệ tế bào cũng như kinh nghiệm lâm sàng ở các trường thành viên.
Bên cạnh những tiềm lực triển khai về công nghệ y khoa, Trường Đại học Y Dược, đơn vị thành viên thứ tám của ĐHQGHN còn có thế mạnh trong nghiên cứu, phát triển công nghệ dược học và kinh tế dược. Trong kinh tế dược, chuỗi cung ứng thuốc là một quá trình quan trọng để đảm bảo cung ứng thuốc chất lượng từ việc nghiên cứu, sản xuất cho tới việc bảo quản, phân phối thuốc. Quá trình này đều cần được nâng tầm chất lượng theo các tiêu chuẩn GMP (Good-manufacturing Practice: Thực thành tốt sản xuất thuốc), GSP (Good Storage Practice: Thực hành tốt bảo quản thuốc, nguyên liệu làm thuốc) và GDP (Good Distribution Practice: Thực hành tốt phân phối thuốc). Mô hình 3 tốt này có thể được triển khai tại ĐHQGHN.
Với cơ sở hạ tầng tại trụ sở 144 Xuân Thủy, Cầu Giấy, Hà Nội và hơn 1100 hecta tại Hòa Lạc, Đại học Quốc gia Hà Nội là mảnh đất tiềm năng cho các nhà đầu tư xây dựng các bệnh viện chuyên khoa chất lượng cao phục vụ đào tạo nguồn nhân lực chất lượng cao cũng như thực hiện mô hình chuỗi cung ứng thuốc chất lượng cao trong phục vụ chăm sóc sức khỏe nhân dân.
